It's nice that (some?) kernel messages are stored in /var/log/boot.msg It does not fix the dmesg problem, however. dmesg is the standard way to obtain recent kernel messages. If it does not provide kernel messages it's broken. It's one place to look for the messages regardless of being on the virtual console, serial console or logged in over ssh on any Linux and BSD distro (including installers) I saw so far, except SUSE. You may very well have a logical reason to clear that buffer. That's moot. When on every other system except Windows you get messages from dmesg you should get them on SUSE as well. It's same like making the start button red and stop button green when everyone else does start button green and stop button red. There is logical reason to do either but once vast majority of interfaces uses one way it is poor design to do it the other way around.
