This fails to do the checkout part:
> osc bco osc
defaulting to openSUSE:Factory/osc
Note: The branch has been created of a different project,
devel:tools:scm,
which is the primary location of where development for
that package takes place.
That's also where you would normally make changes against.
A direct branch of the specified package can be forced
with the --nodevelproject option.
Server returned an error: HTTP Error 400: service in progress

It did not even mention the new project name created,
but it worked to do manually
osc co home:bmwiedemann:branches:devel:tools:scm osc
