Hmm actually considering the fact that path units have After=sysinit.target as part of their default dependencies, I'm wondering how your change would help since local-fs.target has Before=sysinit.target. That said even if your change helps, I think it is still interesting to minimize the number of PID1 reloading when the unit path fires up the service unit. That's what this bug is mainly about.
