Basically, I installed 12.1 M3 (& M2) and instead of YaST configuring squid & it running on boot, I was finding I needed to start it manually. That's a regression from previous releases. Investigating, I found innserv's message about boot.clock, so I think install stopped enabling that for some reason (perhaps if NTP configured).
