so the uri and priority will appear.

May I ask you why do you use Application:Geo:Staging ?
This is a test bed where everything is expected to be crash.

The use of normal Application:Geo is expected to be used by end-user.

So check first that you really have 
http://download.opensuse.org/repositories/Application:/Geo/openSUSE_Leap_42.3/

then try a dup in dry mode.
This will show up what will be updated to the Geo Repository.
(for example gdal and geos are expected to come from this repository)

zypper -v dup -D --from (application geo repo name)
