Clean TW installation, Postgres up and running, pgAdmin4 does not start and
hangs at the logo (see https://paste.opensuse.org/29680564 and
https://forums.opensuse.org/showthread.php/558036-pgAdmin4-not-connecting-to-its-server
)

Found some similar bugs: 
https://bugzilla.opensuse.org/show_bug.cgi?id=1166991 - solution is applied,
but does not help (bug can be closed?)
https://bugzilla.opensuse.org/show_bug.cgi?id=1165288 - installing
apache2-mod_wsgi does *not* fix the current issue
https://bugzilla.opensuse.org/show_bug.cgi?id=1176955 seems not to be relevant
