I'm not so sure that can be called a YaST issue. It just works as the package management system is supposed to work. It install always the more up to date version possible resolving any dependency. If you want to make sure that two packages should always move together, that's something that would need to be addressed in the packages themselves, so the x-sources package depend on the very exact version of the x package forcing them all to upgrade/downgrade together. It's not a task for YaST or zypper to act in a special way for some specific packages (not matter if it's the kernel) if that behavior is not described in the dependencies of such packages.
