This package is not even in openSUSE:Factory yet. There seems to be no
dedicated maintainer for the package.

You can install the package manually from the devel project in
security:idm/freeipa, or you need to maintain the package yourself / find a
maintainer, to submit it to openSUSE:Factory and then to Leap.
