Yes, the description is the same for the subpackage. But if you used SNMP you
wouldn't need a description, just a list of the files involved, i.e. "rpm -ql
lio-mibs".

Never the less, fairly easy to fix.

Note: lio-utils/lio-mibs will likely go away some day, as will targetcli (the
non-free version), all in favor of targetcli-fb. FYI.
