This is a problem of libzypp and/or our repository data which does not properly
support file requires because file contents are not part of the repository
meta-data.

Note that we never file-provided anything in the GCC packages so either the
intel compiler install never worked or its packaging changed recently.  Or
we had some magics auto-adding _some_ file-provides in the past.

Re-assigning to zypp people as this is an update / install stack issue.
