Well, that "fix" is a change to the udev rules shipped by libmtp.
That has nothing to do with "KDE Applications", so it's not something we (the
KDE team) can decide IMHO.

Reassigning to Basesystem (I hope that's the right component).

Ultimately, this seems to be an issue in systemd-udev though, IIUIC:
