Yes, it's really annoying. When entering the command manually, there is
a simple workaround: to use the (normally optional) keyword "name":

  ip link add name xyz ...

but it would be inconvenient to rewrite all scripts.

As I have no 13.2 installation yet, I didn't realize it's also affected.

I'll prepare a submit request.
