I take a look at this bug report deeply during the weekend

After some research, I now know the meaning of the xml
files in https://github.com/ueno/eekboard/tree/master/data/keyboards/symbols

They are key mapping files.

The key code and name are from xkeyboard-config���������

Firstly we need to know which real key the code refers, luckily I found:

Now we need an indian keyboard layout, eg Bengali:
