Multibuild is used on OBS to build multiple flavours of programs, e.g. in rpmlint with rpmlint, rpmlint-strict and rpmlint-test. Perhaps this can be used to split up the selinux-policy package into its flavours (targeted, minimum, ...) so that building is broken up across different compilation units. If this works it could speed up package compilation by a factor of ~N (given N package flavours).
