Can confirm and this appears to be 100% reproducible.

- Fresh install of 42.3 Leap with updated packages
- Cinnamon desktop installed
- Background is technically there (can see it for a brief moment when
attempting to restart) however during regular use there is a light gray
background instead
- Removing the usage of desktop icons makes the background visible again
