Agreed – repeating my comment in Bug 1229915 –

Unfortunately "/etc/X11/xdm/keytable" uses '/usr/share/systemd/kbd-model-map'
which doesn't reflect everything in '/usr/share/kbd/keymaps/xkb/'.
