As in Factory this was changed in glibc (comment #2), I propose the same to be
used in this case.

Both glibc and man-pages, in openSUSE Leap 42.1, are inherited from SLE 12 SP1
and it's updates. It just wasn't glibc-utils is not on any maintained SLE based
product.
