openSUSE tumbleweed has received osc 1.9.0 as part of snapshot 20240820

ever since this update, maintaining packages is impossible, as source_validator
claims files mentioned in the spec file are not tracked, as e.g.

home:dimstar:Factory/espeak-ng> osc service ra source_validator
Running source_service 'source_validator' ...
ERROR: espeak-ng-1.51.1.tar.gz mentioned in spec file is not tracked.
ERROR: fix-configure-1171.patch mentioned in spec file is not tracked.
ERROR: espeak-ng-CVE-2023-49990-49991-49992-49993-49994.patch mentioned in spec
file is not tracked.
Aborting: service call failed: /usr/lib/obs/service/source_validator --outdir
/home/dimstar/Documents/osc/home:dimstar:Factory/espeak-ng/tmpncck2wvu.source_validator.service

Downgrading to osc 1.8.3 (and a new checkout, as osc changed the
_osclib_version to 2.0, which osc 1.8.3 did not like to work with) fixes the
source-validator run
