Hi,

you are using the devel projects for KDE on Leap 15.4. But the permissions
package is still coming from Leap 15.4. That is not a supported scenario as
far as the permissions package is concerned. You can fix this by using a newer
permissions package from Base:System, but this could also have negative side
effects for your system.

You can manually backport some of the permissions entries you need for the
newer KDE package to work in your environment. Or you contact the KDE people
that recommend this way of upgrading KDE and ask them for a suitable way.
