I have upgraded my Leap system from 42.2 to 42.3 on February 1st, 2018. The
last log rotation happened on January 25th. Since then log files are no longer
rotated.

$ systemctl status logrotate.timer

   Loaded: loaded (/usr/lib/systemd/system/logrotate.timer; disabled; vendor
preset: enabled)
   Active: inactive (dead)

So the bug is still there.
