This bug is still relevant. When the package xf86-video-intel is _NOT_ installed (default for Leap 42.3) LibreOffice Calc does not have a black border around the active cell. The problem does _NOT_ occur in openSUSE Tumbleweed (also with xf86-video-intel _NOT_ installed). Last time tested on Sept. 5th.
