I just ran these commands on openSUSE 20160709 "Tumbleweed" x86_64:

# rm /sbin/lspci
# zypper in --force pciutils

This suggests that
https://build.opensuse.org/package/show/openSUSE:Factory/pciutils *does*
include /sbin/lspci.
