If you have to reboot - you do not want it to hang again. And if you are not
there to select the previous kernel - you have to go thru a power off to get
back running again.
Removing it leaves a good kernel in the boot order without having to muck with
the grub menus.
If you have a lot of 15.4 machines - it is the only way to fix the issue until
a new kernel with a good i915 is released via zypper/yast.

Yes, the bug only affects machines with intel graphics cards or cpus with
integrated gpus.
