For verification, I downloaded

and did

$ tar xfz Term-ReadLine-Gnu-1.36.tar.gz
$ cd Term-ReadLine-Gnu-1.36
$ perl Makefile.PL --prefix=/usr
$ su
$ make install

Indeed, this solves the problem.
