I get it for regular openSUSE:12.3 package and openSUSE:13.1 package too.

Permissions handling for squid package was fixed after 13.1, probably via

- setuid handling for opensuse using permissions updated


Package now contains /etc/permissions.d/squid.* with relevant entries.

So issue should be fixed for 13.2 and later.
