Do you still have interest in resolving your issue or did you fix it somehow ?

We switched to /etc/vconsole.conf as the only interface since Leap 15. Normally
your old settings from /etc/sysconfig/ should have been imported (unless
vconsole.conf already contained some relevant data) and YaST2 should writes new
config values in this file only.

Any settings in /etc/vconsole.conf should be honored.
