Using the Leap 15.2 image for the Raspberry Pi 4, XFCE image, I did put in the file /etc/sysctl.conf the line "net.ipv6.conf.all.disable_ipv6 = 1", which should after a reboot not have IPv6 active. However eth0 got a global IPv6 address. This is an almost vanilla system after putting the image on the micro-SD card.
