There are two versions of kernel-default in that repository,
kernel-default-4.12.14-lp151.26.4.x86_64.rpm and
kernel-default-4.12.14-lp151.27.3.x86_64.rpm.  I installed the latter, which
uname -a reports as 4.12.14-lp151.27-default.  With this kernel, the blinking
problem is not reproducible.  (In case it matters, I downgraded only the
kernel-default package, not libdrm_intel1 as well.)  dmesg output attached.
