As that both Tumbleweed and Leap are actually Plasma5 desktops, installing a
desktop theme for KDE4 doesn't make sense. That is the reason why the whole
kdebase4-branding packages have been revised (mainly a lot of files removed)
and the only thing remaining are some config files for some KDE4 applications. 

However in most cases the plasma5-branding will obsolete the kdebase4-openSUSE
package and in the near future this package will be removed. 

Placing an icon at the indication location would not work for neither
Tumbleweed nor Leap, as that these places are no longer searched. 

Best thing would be to adjust your package to start utilizing the
plasma5-openSUSE branding packages. These contain the right location and are in
use by Plasma.
