IMHO this is not a problem of ncurses not any ncurses based application as here
only the informations of /usr/share/terminfo/l/linux via TERM=linux is used and
it works as shown.  Here we mighth have a broken console font setup or a broken
font its self or a broken VGA/EGA qemu emulator for aarch64.
