Apparently %{?python_enable_dependency_generator} does not work in SLE15/Leap15
  codestream, it does not generate the relevant "requires" symbol, the runtime
requirement need to be defined in specfile as Requires explicitly. In addition
to that, we need a python-css-parser to build with python 3.11, yes.
