I have installed a fresh OS-15.0 and many texlive-packages. Actually there is
no ls-R in the system, e.g:

wptnb8:mk/topics> pdflatex Function_theta.tex

This is pdfTeX, Version 3.14159265-2.6-1.40.18 (TeX Live 2017/TeX Live for SUSE

 restricted \write18 enabled.


And creating ls-r via (as user and root):

su-wptnb8 /etc/sysconfig: texhash
public: texhash: Success

does nothing. 

And 
rpm -q -f /usr/lib/mktex/public
texlive-kpathsea-bin-2017.20170520.svn44143-lp150.8.2.x86_64
