[Build 72.2] openQA test fails in check_default_network_manager

There are two different problems, do not know if related.

* (steps/8_9) systemctl --no-pager is-enabled systemd-networkd reports rc=0
  while explicit reporting failure:
  "Failed to get unit file state for systemd-networkd.service: No such file or
directory"

* (steps/14-15) networkctl not recognized as a valid command.

openQA test in scenario
opensuse-Jump:15.2-DVD-ppc64le-extra_tests_in_textmode@ppc64le fails in
[check_default_network_manager](https://openqa.opensuse.org/tests/1381329/modules/check_default_network_manager/steps/9)

## Test suite description

Mainly console extratest.
