as soon as you run "wsl --upgrade (name of opensuse install)" it fails
afterwards.

steps to reproduce:

- install windows subsystem for linux on a window 10 host
- install openSUSE Leap 15.1 from the windows store
- run it once to set it up, and to verify that the sequence "zypper cc --all;
zypper ref" works as expected
- open an Administrator prompt on windows, can be cmd.exe or powershell
- run this command: wsl --upgrade openSUSE-Leap-15-1
- start the wsl opensuse instance
- try "zypper cc --all; zypper ref" again, and it fails.
