As I understand it bluez-auto-enable-devices would enable bluetooth; however
what I want is that bluetooth stays off when it's turned off.
Any my system does not have a /etc/bluetooth/main.conf.

When I simply enter "rfkill" I get:
# rfkill
ID TYPE DEVICE SOFT HARD
 0 bluetooth tpacpi_bluetooth_sw blocked unblocked
 1 wlan phy0 blocked unblocked
23 bluetooth hci0 blocked unblocked
