today I was able to download them.

I installed 
plasma5-workspace-libs-5.4.3-10.1.x86_64.rpm
plasma5-workspace-5.4.3-10.1.x86_64.rpm

With these I have the same behavior as described in #c14:
after switching the monitor off and back on the screen is locked.
After unlocking it it gets immediately locked again. 
After unlocking the second time the desktop is accessible.

This happens when the screen is locked by CTRL-Alt-L and as well as when
started by
/usr/lib64/libexec/kscreenlocker_greet --testing
