I updated a server with a static DHCP lease to Leap 15.0 and upon restart, it did not resume its static address because wicked switched from using the MAC address to an RFC3461 identifier. This change is mentioned in the SLES 15 release notes: https://www.suse.com/releasenotes/x86_64/SUSE-SLES/15/#InfraPackArch.ArchIndependent.Network It should be mentioned for OpenSUSE also.
