This is the normal behavior of rubygems when the ruby binary itself has a
suffix and format-executable is set. we did not patch in anything special to
get this behavior. As we wont change the versioned binary, this bug is a wont
fix as well.

you can get your desired behavior with:

gem install --no-format-executable
