I have copied your /etc/apache2 and /srv/www you provided into 15.1 system and
have started httpd. On other 15.1 system:
$ curl http://<servername>/ --output - http://<servername>/favicon.ico --output
favicon.ico

I have tried with firefox and chromium as well and with gif/r-ball.gif. No
issues, just that firefox does not display tux, but empty gray solid color. The
gif in question is displayed correctly in firefox, too.
