Hello Michael, thank you for your bugreport.
I was able to reproduce the issue and it looks like it is mainly that
libavresample4_0 was build with older version of libavutil56 and others (from
GA version of SLE-15-SP4) so when installing it is requesting those versions.

It looks like this issue could be solved by releasing an update for
libavresample4_0 which was built with the current version ob libavutil56 and
others.
