Will be fixed in suse-module-tools 16.0.22, sr#989123. The error is reproduced when a kernel module package (KMP) is installed - zypper may not call dracut in %posttrans after the KMP installation if this error occurs (apparently the OP didn't see this part of the problem, as he thought the error message originated from dracut).
