How do you know? What do you see?

This is intentional, openSUSE uses systemd.

Hope, this is filled up from the template post installation. If you see
otherwise, show me how to reproduce.

You may be running svnserve as root, while the systemd unit will run under svn
(permission problem).

Works for me, if you disagree show me the steps.
