As far I understand this bug it's a design "feature" (or shortcoming if you
prefer) of systemd.

IOW you need to discuss this with upstream.

As far as we (downstream) are concerned, we won't deviate from upstream as it's
a major behavior change.

Please report the issue over there if it's not already done.
