Investigate further?  The problem is easily reproduced.  I can provide logs
etc.  It seems to me it must be something in the environment (xen v.s real
iron) that causes the issue. 

To reproduce

start an installation of openSUSE 13.1 32bit in a xen guest.
add the 2 update repos
select "no boot loader"
when you choose "software" from "Installation Settings", you will see that
"libudev-mini1" is selected.

Well, to start with, I'm running yast with Y2DEBUG=1 and ZYPP_LIBSAT_FULLLOG=1.
maybe that'll provide some more info.
