In terms of an openSUSE config it is likely we will ship with the "Power" section (shutdown, reboot etc) disabled because on openSUSE we use systemd. The other parts will be enabled, but only for users in the "users" group. Atleast that is my plan for the moment, I need to take the time to write and test that config file though.
