Was this a fresh installation, or an upgrade?
Did you reuse /home?

If a KDE4 akonadi/PIM setup was already present in the home folder, it is
normal that no configuration wizard appears. The config should get migrated.

Also make sure that Akonadi4 (akonadi4-runtime) is not running/installed.

In any case, bug reports about the KDE Applications in 42.2 Beta 1 are useless
at this point, as they have been just taken over from 42.1.
All packages will still be updated to the latest versions, the plan is to ship
with 16.08.x which only has been released recently.
