As I already said. The Leap behavior (showing the license as requested, even
twice) is correct. The TW behavior (skipping the license even if there are two
steps about that in firstboot.xml) is the buggy one.

And as I read David's comment, the skip is produced because TW doesn't use the
new standard location for the licenses "/usr/share/licenses/product/base"
(instead, it uses the old "/etc/YaST2/licenses/base").

So to me this is a bug in the openSUSE-release package of TW, that should be
updated to place the licenses in the new agreed location.
