does it work if you install the xfce4-panel-plugin-weather package from X11:xfce project? https://build.opensuse.org/package/show/X11:xfce/xfce4-panel-plugin-weather (hopefully it's enough to install just the xfce4-panel-plugin-weather from there, otherwise it will be hard getting an update into 42.2 and 42.3)
