maintenance updates as displayed by yast online update and continuous upgrades like in Tumbleweed are two different things. Using the update repo for TW upgrades doesn't make sense. The openSUSE:Factory:Update project is only there to provide emergency fixes in case TW rolls a bit too slow for critical issues.
