no clock widget shown in lxqt

## Observation

openQA test in scenario opensuse-15.0-NET-x86_64-otherDE_lxqt@64bit in
https://openqa.opensuse.org/tests/623420/modules/reboot_icewm/steps/7 shows no
clock widget.

The attached screenshot shows that the widget is activated and shows up as
"Unknown".

~/.xsession-errors does not show any relevant information.


## Reproducible

Fails reproducibly every build.


## Expected result

Last good: [openSUSE Leap 42.3
GM](https://openqa.opensuse.org/tests/451668#step/reboot_icewm/7) showing the
clock widget in the bottom right corner.
